I wonder who is responsible for the maintenance of the Santiago Surrender Tree site? (The tree is no longer there, incidentally, but plaques and a cannon mark the spot at which it stood.) The ABMC is an independent agency of the U.S. government, and one would think the absence of diplomatic relations with and the strict regulation of travel to Cuba would make it difficult for the ABMC to maintain the site themselves or even to arrange for its maintenance by the locals.
